Moving to the Netherlands for Work? Here Is the Salary You Will Need

Two thousand euros. That is roughly the monthly gap between what a worker under 30 and one over 30 must earn to enter the Netherlands as a knowledge migrant. The Netherlands highly skilled migrant salary thresholds reset on 1 January 2026, and they are age-based. Get the number right and the route is one of Europe’s fastest. Get it wrong and the IND will not process the permit. If a Dutch job offer is in front of you, start with the figure your salary must clear.

Netherlands highly skilled migrant salary thresholds for 2026

The IND sets three gross monthly figures, excluding the 8 percent holiday allowance. For applicants aged 30 and above, the minimum is 5,942 euro. For those under 30, it is 4,357 euro. A reduced rate of 3,122 euro applies to recent graduates and people moving from the orientation year, within set time limits. These floors rise most years, because the IND adjusts them “in line with the average wage index.” Your employer must be a recognised sponsor, and the salary must be market-conforming for the role. The permit is employer-tied, so the offer and the sponsor do the heavy lifting, not a points test.

How the age brackets and the 30% ruling interact

Age sets your threshold on the day you apply, so turning 30 mid-process can lift the bar. Plan around it. The 30% ruling is a separate tax facility, not a visa rule, and it is tightening. Many holders move to a 27 percent benefit from 2027, which trims take-home pay without touching eligibility. Consider Linh, a Vietnamese research scientist weighing an Amsterdam lab offer. Under 30, she needs the lower salary floor, and the tax facility would still sweeten her net pay for the first years. Our guide to the 30% ruling moving to 27% shows how that shift plays out in practice.

Getting your offer over the line

Confirm your base salary clears the correct age bracket, on base pay alone. Check that your employer is on the IND public register of recognised sponsors, because an unlisted employer cannot file the fast-track permit. Ask whether the salary is quoted with or without holiday allowance, since only base counts. If you are close to the graduate window, apply before it closes to keep the lower threshold. Budget for the move itself too, not just the salary test.

Key numbers to remember

  • 30 and over: 5,942 euro gross per month in 2026.
  • Under 30: 4,357 euro gross per month.
  • Reduced graduate rate: 3,122 euro gross per month.
  • All figures exclude the 8 percent holiday allowance.

Questions worth settling before you sign

What are the Netherlands highly skilled migrant salary thresholds for 2026?

From 1 January 2026 the gross monthly minimums are 5,942 euro for applicants aged 30 and over, 4,357 euro for those under 30, and 3,122 euro under the reduced rate for recent graduates and orientation-year switchers.

Do these figures include holiday allowance?

No. The thresholds are gross monthly salary excluding the standard 8 percent holiday allowance, so your contract needs to clear the figure on base pay.

Who qualifies for the lower graduate threshold?

The reduced rate generally applies to recent graduates of Dutch institutions and people switching from the orientation year, within set time limits after study.

Does the 30% ruling change what I must earn?

The salary threshold to qualify for the tax facility is separate from the visa threshold. The ruling narrows from 30 to 27 percent for many holders from 2027, which affects take-home pay, not visa eligibility.

Netherlands HSM 2026: New EUR 5,942 Threshold, the 30 Percent Ruling Cut, and What it Means for African Tech Professionals

Netherlands HSM 2026 — the Highly Skilled Migrant route — remains the Dutch immigration system’s most consistent door for African tech, finance and consulting professionals. From 1 January 2026 the over-30 monthly salary floor jumped to EUR 5,942 and the under-30 floor to EUR 4,357. The 30 percent expat tax ruling has stayed at 30 percent for 2026, but the government has confirmed it will drop to 27 percent for new rulings issued from 1 January 2027. For African candidates planning a Dutch move, the timing of your contract start matters more than ever.

The 2026 salary thresholds in numbers

Per the official IND required amounts page, the Highly Skilled Migrant thresholds for 2026 are:

  • EUR 5,942 per month gross for HSM applicants aged 30 and over.
  • EUR 4,357 per month gross for HSM applicants under 30.
  • EUR 3,125 per month gross for HSM applicants who graduated from a Dutch institution in the past three years (the Orientation Year + HSM combo).
  • EUR 2,989 per month gross for the under-30 graduate variant.

The thresholds were indexed by 4.5 percent in January 2026. The Dutch government uses the Wet minimumloon (minimum wage) annual review to recalculate the salary floor each year. The numbers do not include the holiday allowance (vakantiegeld) of 8 percent, which is paid on top — useful to remember when comparing offers across European countries.

The 30 percent ruling and the 2027 cut to 27 percent

The Dutch 30 percent tax ruling lets qualifying expats receive 30 percent of their salary tax-free for the duration of the ruling, capped at the Balkenende norm (EUR 262,000 a year for 2026). To qualify in 2026, your taxable salary after deducting the 30 percent allowance must exceed EUR 48,013 a year (EUR 36,497 for those under 30 holding a recognised Master’s degree). The ruling traditionally ran for five years.

From 1 January 2027 the maximum tax-free allowance for new rulings drops from 30 percent to 27 percent. That is a real net pay cut for new arrivals. A Nigerian software engineer signing for EUR 75,000 in late 2026 keeps a 30 percent ruling for the full five years. The same engineer signing in January 2027 starts at 27 percent. Over five years that difference is worth roughly EUR 11,000 in pocket. If you are negotiating an offer between now and December 2026, timing the start date to 2026 rather than 2027 is the single highest-impact lever you have.

How the Highly Skilled Migrant route works

HSM is an employer-sponsored route. The employer must be a recognised sponsor (Erkend Referent) registered with the IND. Once you have a contract that meets the salary threshold, the employer applies for your residence permit (the MVV provisional permit if you are abroad). The IND decision is usually issued within two to four weeks for trusted partners. You then collect your MVV at the Dutch embassy with jurisdiction over your country — for most of West Africa that is Lagos or Abuja, for East Africa Nairobi, for Southern Africa Pretoria.

The Highly Skilled Migrant permit is initially issued for the length of the contract up to five years. You can switch employers within the HSM framework as long as the new employer is also a recognised sponsor and the new salary meets the threshold. You have a three-month job-search grace period if you lose a job.

The recognised sponsor list and what it means

The IND keeps a public list of recognised sponsors with around 12,000 Dutch companies on it. Tech firms (Booking.com, Adyen, ASML, Philips), banks (ING, ABN AMRO), consultancies (Deloitte, KPMG, EY) and most major universities are on it. Smaller startups are not always sponsors — if your offer comes from a small Amsterdam startup, ask up front whether they hold sponsor status. Without it, you cannot use HSM with that employer.

A Kenyan data engineer with an offer from ASML in Eindhoven at EUR 7,200 a month is a textbook HSM case. The same engineer with an offer from a five-person Rotterdam pre-seed startup at EUR 6,500 a month cannot go through HSM unless the startup first applies for sponsor recognition (a four to six-month process). For non-sponsor employers, the alternative is the European Blue Card or the self-employment route, both slower and more expensive.

From HSM to permanent residence

After five continuous years of legal Dutch residence, HSM holders can apply for permanent residence (Verblijfsvergunning regulier voor onbepaalde tijd) or Dutch citizenship. The integration requirements at the five-year mark include passing the Dutch civic integration exam at A2 level. Dutch citizenship requires renouncing your original nationality unless you fall under an exception (Dutch spouse, recognised stateless status), which is the most important catch for African applicants. We covered the citizenship pathway in our piece on the Netherlands Orientation Year visa for African Master’s graduates.

Frequently asked questions about Netherlands HSM 2026

Does the 30 percent ruling apply automatically?

No. Your employer or you must apply for the ruling within four months of starting work. Late applications are pro-rated.

Can I bring my spouse?

Yes. Your spouse comes on a partner permit and can work freely in the Netherlands without their own permit.

What happens if I lose my job?

You get a three-month grace period to find a new HSM-qualifying role. After three months without a new sponsor your permit lapses.

Can I change employers while on HSM?

Yes, as long as the new employer is a recognised sponsor and the new salary meets the threshold.

Are stock options counted toward the salary threshold?

No. Only contractual gross monthly salary in cash counts. Stock options, RSUs and one-time bonuses are excluded.

What to keep top of mind

Netherlands Just Made It Easier to Move There: April 2026 MVV and Highly Skilled Migrant Updates

The Netherlands has been one of Europe’s most underrated destinations for Nigerian and African professionals — fast permit processing, English-speaking workplaces, and a strong skilled migrant route. April 2026 made it even more accessible. The Dutch immigration service (IND) simplified the MVV provisional residence permit, refreshed Highly Skilled Migrant (HSM) salary thresholds, and tightened sponsor compliance.

Here is a clear-eyed walkthrough of the Netherlands MVV update 2026, the Highly Skilled Migrant changes, and what they mean if you are a Nigerian or African professional or student looking at the Netherlands.

What Changed in April 2026?

The headline reform: from 1 April 2026, applicants no longer need to submit an MVV issue form when applying for a provisional residence permit. The MVV (Machtiging tot Voorlopig Verblijf) is the long-stay entry visa most non-EU nationals need before moving to the Netherlands. Removing the separate issue form cuts paperwork and shortens the lead time between approval and travel.

For Highly Skilled Migrant permit holders, IND also simplified salary declarations during permit renewals, which previously caused delays and false rejections at extension time.

2026 Highly Skilled Migrant Salary Thresholds

From 1 January 2026, the IND adjusted the gross monthly salary thresholds for the Highly Skilled Migrant route:

  • €5,942/month for applicants aged 30 and over.
  • €4,361/month for applicants under 30.
  • A reduced threshold continues to apply for graduates of the Dutch Orientation Year visa, designed to give them a softer landing in the labour market.

These figures are gross, exclude holiday allowance, and must be guaranteed in your employment contract. Variable bonuses and commissions cannot be counted toward meeting the threshold.

Sponsor Salary Verification (New for 2026)

From 1 January 2026, recognised sponsors in the Netherlands must submit proof of actual salary payments — not just contractual commitments. That means a Dutch employer cannot simply promise the threshold salary on paper; payroll evidence must back it up at extension and audit time.

For Nigerian and African candidates, this is a positive signal: it weeds out the small minority of bad-faith sponsors who promised salaries they were not paying, and protects your permit status when extension time comes.

Why the Netherlands Is Worth Considering

The Highly Skilled Migrant route stands out in Europe for one reason: speed. The HSM permit is typically processed in two weeks, far faster than Germany’s 4–8 weeks or Ireland’s 6–8 weeks. That speed lets candidates and employers plan a realistic move in the same calendar quarter.

The Netherlands also offers the Orientation Year (Zoekjaar) visa, a one-year residence permit for recent graduates of internationally recognised universities. During that year, you can work without a permit and look for an HSM-qualifying job. It is one of the easiest soft-landings in Europe for Nigerian and African graduates with degrees from top global universities.

Who Should Be Paying Attention?

  • Mid-career Nigerian tech, engineering, finance, and life sciences professionals who can hit the €5,942 monthly threshold.
  • Recent graduates under 30 with strong foreign or Dutch credentials — the €4,361 threshold is achievable in many tech and finance roles.
  • Recent graduates of top global universities who can use the Orientation Year visa as a one-year runway.
  • Existing HSM permit holders renewing in 2026 — ensure your sponsor is ready to provide payroll evidence at extension.

Why This Matters for Nigerians and Africans

The Netherlands offers something rare in Europe: a fast, structured, employer-led route to long-term residence with relatively low friction for English-speaking African professionals. The April 2026 MVV simplification and the cleaner sponsor compliance regime make the route even more reliable.

And the long game is strong. After 5 years of legal residence on an HSM permit, you can apply for permanent residence; after that, Dutch citizenship by naturalisation (typically requiring you to renounce other citizenships, with limited exceptions). The Netherlands also gives Schengen freedom-of-movement for tourism and short business trips across 29 European countries.

Key Takeaways

  • From 1 April 2026, no separate MVV issue form is needed for provisional residence applications.
  • 2026 HSM thresholds: €5,942/month (30+), €4,361/month (under 30).
  • Recognised sponsors must prove actual salary payments — payroll evidence required at extensions.
  • HSM permits process in ~2 weeks — fastest in Europe.
  • The Orientation Year visa gives recent grads a 12-month runway to find an HSM job.
